Neon pink against the Art Deco facades of the Ocean View strip, a police cruiser idling while the night carries on around it, women in mesh and sequins using the hood of a cop car as a photography backdrop — this is Vice City after dark at its most honest. The city stops pretending to be respectable somewhere around 11 PM and doesn't start again until 4 AM. The whole strip operates in a negotiated chaos between the police presence and everything the police are ostensibly there to discourage. Be in the middle of it. That tension is the experience.
